Cloud transition both requires and triggers fundamental changes in the way of working of an organisation. That’s why a Cloud Leadership Team is so important. The CLT is a coalition of the willing in support of the cloud strategy, that constantly assesses whether “the right things are done” and in the right way. When challenges arise, the CLT must act swiftly. The traditional management by exception approach, where a Steering Committee takes a decision once in a while, will not do. Whether the CLT is capable to act effectively, depends not only on its composition but also on the size and complexity of the organisation. The CLT should, supported by the CCoE, constantly work on improving its effectiveness. Adaptability to changing needs should be demonstrated by the CLT and the CCoE. Do not stick to existing structures or ways of working if they are not efficient. Instead, try to gradually introduce improvements, step by step.
At some point in time, it may turn out that additional coalitions are needed. For instance, a dedicated, experienced hands on-team that can transform applications to cloud native applications may remove roadblocks on the operational level. Another example could be a team on a more tactical level, where middle management take ownership of ensuring the execution of parts of the strategy. Make sure to remove as many barriers for swift execution as possible. In this way, short term wins can be demonstrated. “A guiding coalition that operates as an effective team can speed the implementation of new approaches because powerful people are truly informed and committed to key decisions.” ?- John. P. Kotter. Once the value has been demonstrated, the transition must be scaled up by relentlessly initiating change after change until the transition has become reality.
Once the transition to cloud is complete, the focus will pivot from transition to transforming the organisation, which is needed because of the before mentioned fundamental changes. Existing coalitions may still be needed to support this process, although the optimal composition may be different. Review frequently the composition of the coalitions.

Initial:
- Confirming the mandate of the CLT & CCoE
- Initiating the CLT and have first meeting
- Ensuring the CLT members are “on board” and support the cloud strategy
- Training CLT members
- Reviewing the stakeholder management plan with the CLT and agree on actions
- Ensuring execution teams are aware of their role in the cloud strategy execution
- Securing availability of required resources to execute the cloud strategy
Recurring:
- Day to day execution of the CCoE
- Optimising processes and visibility of the CCoE to remain the go-to team for cloud related questions
- Engaging with the chair of the CLT to set the agenda and priorities for the next iteration
- Coaching the CLT
- Discussing progress and address impediments
- Evaluating the need for additional supporting teams
- Meeting with other CoE for alignment
- Ensuring all key stakeholders are managed according to the plan
